Earthpace provided technical assistance to the United Nations Compensation Commission (UNCC) to develop an information management system for the assessment of claims for environmental damage resulting from Iraq's aggression during the 1990 Gulf War. The report included analysis of potentially-applicable satellite remote sensing technologies, digital libraries, and other decision-making tools.

Through our work with the Environmental Legal Information Systems Project (ELIS), a cooperative project funded by NASA, Earthpace has gained extensive experience in understanding the capabilities of geographic information systems and Earth observation satellites to improve environmental management. For example, Earthpace developed and presented a demonstration Oil Spill Emergency Response Decision Information System as part of the US delegation to the 2nd International Symposium in Fredericton, New Brunswick, Canada in June 2001. The System was centered on the capability of Web-based GIS to call up and serve information from remote sources including processed satellite data, Environmental Protection Agency habitat data, and census data.

Publications and Presentations
Earthpace staff have developed presentations and publications on the use of digital Earth science data for environmental management. A paper written by Earthpace President Ken Markowitz entitled "Legal Challenges and Market Rewards to the Use and Acceptance of Digital Information as Evidence" was accepted by the Duke University Law and Policy Forum for publication. Ken also was invited to give a presentation at the ALI-ABA Conference on Implementing the National Environmental Policy Act (NEPA) where he presented a paper entitled "Emerging Technologies for the National Environmental Policy Act (NEPA)."
