Performance Measurement Indicators

Earthpace President Ken Markowitz manages the International Network for Environmental Compliance and Enforcement (INECE) Expert Working Group on Environmental Compliance and Enforcement Indicators.

Recent Earthpace contributions to the Expert Working Group include:

• Preparing an interactive training couse for environmental program managers and delivering the training in the Phillipines, Vietnam, and Thailand.
• Drafting a chaptor in a benchmarking and performance measurement for enforcement agencies in the Balkans.
• Facilitating a workshop at INECE's 7th International Conference on "ECE Indicators: Getting Started."
• Providing comments and feedback on the Performance Measurement Guidance for Compliance and Enforcement Practitioners, which presents a methodology for identifying, implementing, and using environmental compliance and enforcement indicators.
• Co-authoring an article, "The INECE Indicators Project: Improving Environmental Compliance and Enforcement Through Performance Measurement," published in Making Law Work: Environmental Compliance & Sustainable Development (2005).

Ecosystem Valuation Indicators

Earthpace worked with a team from the Chesapeake Bay Laboratories/University of Maryland to create a Web site http://ecosystemvaluation.org commissioned by the US Department of Agriculture (USDA) on Ecosystem Valuation and Benefit Indicators.

Earthpace edited several hundred pages of scientific and economic theory and designed Web pages to teach USDA Natural Resources Conservation Services field staff on non-economic methods to value a conservation practice, such as a proposed wetland restoration or reforestation project, in non-monetary terms.
